Founded by a group of residents and business owners who foresaw the rapid growth of South Walton, the SCA works to create an aesthetically pleasing commercial and residential community along U.S. Highway 98 and U.S. Highway 331 south of the Choctawhatchee Bay.
 
"The founding members recognized that development could be combined with the natural beauty of the area to create an attractive, valuable community," Jack McGill, former chairman of the SCA, said.
 
After hiring a development planning firm to study the largely undeveloped area, the SCA developed guidelines for the architecture, signage, landscaping and land use aspects of development along the highway.
 
As the idea evolved it was decided that all of US 98 within Walton County would be included in the Scenic Corridor, as well as US 331, north of 98 to the bridge. The study resulted in a proposed ordinance which was debated within Walton County, modified several times and finally adopted by the Board of County Commissioners as Chapter 13 of the Land Development Code in 1996.
